As part of a proposed change to address a gap in Corpora regarding confidentiality, we invite you to provide commentary on the language changes in Corpora that this update will require. This commentary will assist the Board in forming further decisions relevant to its consideration of this matter. Deadline for commentary is September 20, 2026.

Proposed addition to Corpora, Confidentiality and Royals. Amendments to Corpora IV.C.1 and Corpora X.B. Approved 07-19-2026 by the Board of Directors for release for commentary:
Purpose: This change is requested to address a gap in Corpora regarding confidentiality expectations for officers. Royals are defined as officers within Corpora (see Glossary, “Officers”). However, unlike officers with a kingdom or Society superior officer, they are neither warranted for these offices, nor governed by a Board-approved handbook, that explicitly outlines confidentiality obligations.
Given the nature of this access, Royals, as officers, must be held to the same standards of confidentiality as other officers. As they are officers without warrant or handbook, this gap would be addressed and codified in Corpora (which is a higher document in the precedence of law).
In their roles regarding sanctions, Royals are routinely granted access to highly sensitive information, such as the details of names, places, and allegations with regard to kingdom investigations and the judicious application of Royal sanctions, as outlined in the Sanctions Procedures and Policies Manual (2024).
The proposed addition to Corpora seeks to clearly establish the confidentiality obligations for these officers, as it is with other warranted officers, based on their role and access to sensitive information.
Fundamental addition: Specifically reiterating the role of Royals as officers, and as officers, their obligations for maintaining confidentiality during, and after, the investigation process and any sanctions that may follow.
- Sanctions
ADD: Confidentiality Within the Sanction Process (make this item 1 and 2, renumbering the remaining items accordingly).
- Confidentiality Within the Sanction Process. Maximizing confidentiality in all aspects of the sanction process is necessary for people to feel free to speak openly and honestly about situations being investigated. To that end, all aspects of the investigation and resulting sanction, if any, are to be kept strictly confidential, except as necessary to investigate a matter or put into effect any sanction that may be issued. Officers and royalty involved in potential sanctions are prohibited from commenting on any sanction, or investigation into any matter that may lead to a sanction. Commenting includes, but is not limited to, revealing the identities of complainants or witnesses, and publicly stating facts or opinions regarding the matter beyond necessary announcements.
- The duty to maintain confidentiality is a continuing obligation that survives the conclusion of the investigation, the completion, expiration, or removal of any sanction, and the end of an individual’s term of office, warrant, or reign. Any breach of this confidentiality requirement constitutes misconduct and may itself be grounds for disciplinary action or sanction, independent of the outcome of the underlying matter. Such action may include removal from office, revocation of warrant, additional sanctions, or other remedies as authorized under Corpora and governing policies.
